The Hungarian government refuses to sign the Vix-referendum. As a result of negotiations between the Social Democrat and the Communist Party, the two groups unite and proclaim the Hungarian Soviet Republic. Sándor Garbai is elected to chairman of the Revolutionary Governing Council.
